The governments of men are sinful because man is sinful. (see Governments of Men) They can be nothing else. This study could stop here - complete. But the promise of the title is more. It claims that Satan uses the governments of men to do his work, which is the definition of "proxy". This claim may seem self evident to many.
Others argue, as previously mentioned, that governments are necessary and good, or at least some are.
One of the major problems is that government cannot be separated from church. Yes, I know about the theory of "separation of church and state". But they CANNOT be separated.
When sin was found in Lucifer, he lusted after rulership (government/state) and worship (church). The two are intimately related and intertwined. (see Satan's Government)

Isaiah 14:12-14

There is no question of Satan's intent to usurp rule and worship. The Ten Commandments also show this close inter-relationship:
Exodus 20:3,5
Thou shalt have no other gods before me... Thou shalt not bow down thyself [1] to them, nor serve [2] them:
[1] church / worship. Bowing oneself is an act of worship
[2] rule / government / state / service. Serving in an act of obedience and subjugation. This is government of men.
Yahweh's government and church are one. There is ONLY His Kingdom of Yahweh. Earthly governments are also combined with worship. The sooner we understand this, the better we will understand our enemy, Satan.
Governments and churches, are either true or false, led by Yahweh or Satan. Either Yahweh leads, or Satan leads. There is nothing in between. Likewise, men have either Yahweh as their Father or Satan.
Satan will do everything he can to appear as Yahweh. He will appear as an angel of light. He will appear as Jesus
2 Corinthians 11:14
And no marvel; for Satan himself is transformed into an angel of light.
Matthew 24:24-27
For there shall arise false Christs, and false prophets, and shall shew great signs and wonders; insomuch that, if it were possible, they shall deceive the very elect. Behold, I have told you before. Wherefore if they shall say unto you, Behold, he is in the desert; go not forth: behold, he is in the secret chambers; believe it not. For as the lightning cometh out of the east, and shineth even unto the west; so shall also the coming of the Son of man be.
If Yahweh has appointed all rule and all governments, and we are to obey and honor them, why does He admonish us to "come out of Babylon"? Babylon represents Satan's church and government on Earth. (Revelation 18:4)
Ephesians 6:11-12
Put on the whole armour of Elohim, that ye may be able to stand against the wiles of the devil. For we wrestle not against flesh and blood, but against principalities, against powers, against the rulers of the darkness of this world, against spiritual wickedness in high places.
We are in a war against Satan and his government. It is NOT appointed under authority of Yahweh and we are NOT to obey or honor him or his government.
Satan is the deceiver, so how do we keep from being deceived?
Matthew 7:20
Wherefore by their fruits ye shall know them.
Isaiah 8:20
To the law and to the testimony: if they speak not according to this word, it is because there is no light in them.
