Yahweh will eventually accomplish His ultimate, uncompromising, perfect will. But what is that will? Can we know what Yahweh wants? Christ taught us to pray "Thy will be done in earth, as it is in heaven" Matthew 6:9. Can we know His will? Let's see.
Matthew 18:11
For the Son of man is come to save that which was lost.
1 Timothy 2:1,3-4
I exhort therefore, that, first of all, supplications, prayers, intercessions, and giving of thanks, be made for all men; ... For this is good and acceptable in the sight of יהוה [Yahweh, our god] our Saviour; Who will have all men to be saved, and to come unto the knowledge of the truth.
John 3:17
For יהוה [Yahweh] sent not his Son into the world to condemn the world; but that the world through him might be saved.
John 6:37-40
All that the Father giveth me shall come to me; and him that cometh to me I will in no wise cast out. For I came down from heaven, not to do mine own will, but the will of him that sent me. And this is the Father's will which hath sent me, that of all which he hath given me I should lose nothing, but should raise it up again at the last day. [grape harvest] And this is the will of him that sent me, that every one which seeth the Son, and believeth on him, may have everlasting life: and I will raise him up at the last day. [wheat harvest]
Romans 12:2
And be not conformed to this world: but be ye transformed by the renewing of your mind, that ye may prove what is that good, and acceptable, and perfect, will of יהוה [Yahweh].
2 Corinthians 5:15
And that he died for all, that they which live should not henceforth live unto themselves, but unto him which died for them, and rose again
Ephesians 1:4-11
4 According as he hath chosen us in him before the foundation of the world, that we should be holy and without blame before him in love: 5 Having predestinated us unto the adoption of children by Jesus Christ to himself, according to the good pleasure of his will, 6 To the praise of the glory of his grace, wherein he hath made us accepted in the beloved. 7 In whom we have redemption through his blood, the forgiveness of sins, according to the riches of his grace; 8 Wherein he hath abounded toward us in all wisdom and prudence; 9 Having made known unto us the mystery of his will, according to his good pleasure which he hath purposed in himself: 10 That in the dispensation of the fulness of times he might gather together in one all things in Christ, both which are in heaven, and which are on earth; even in him: 11 In whom also we have obtained an inheritance, being predestinated according to the purpose of him who worketh all things after the counsel of his own will:
2 Peter 3:9
יהוה [Yahweh] is not slack concerning his promise, as some men count slackness; but is longsuffering to us-ward, not willing that any should perish, but that all should come to repentance.
There is no doubt what Yahweh's will is. He wants to save the (entire) world - EVERYONE. The question is "Can Yahweh accomplish His will?" Many lack that faith, thinking that Yahweh isn't powerful enough, or His love isn't sufficient, or that some people are too rebellious, or that it would be unfair for them to be saved. Jesus described this attitude in the story of the lost son. Luke 15:28-29
