In the beginning, in the garden, everything had been made by Yahweh God, including light, the heavenly bodies, vegetation and all the animals. Adam had been formed but was alone.

And יהוה [Yahweh] Elohim [god] said, It is not good that the man should be alone; I will make him an help meet for him. And יהוה Elohim caused a deep sleep to fall upon Adam and he slept: and he took one of his ribs, and closed up the flesh instead thereof; And the rib, which יהוה Elohim had taken from man, made he a woman, and brought her unto the man. And Adam said, This is now bone of my bones, and flesh of my flesh: she shall be called Woman, because she was taken out of Man. Therefore shall a man leave his father and his mother, and shall cleave unto his wife: and they shall be one flesh. Genesis 2:18-24

This was not just the creation of Adam and Eve, but also the Creator's gift to them of the divine institution of marriage and family.

But from the beginning of the creation יהוה made them male and female. For this cause shall a man leave his father and mother, and cleave to his wife; And they twain shall be one flesh: so then they are no more twain, but one flesh. What therefore יהוה hath joined together, let not man put asunder. Mark 10:6-9

From the beginning, this union of man and woman, male and female, was part of God's perfect plan.

There was one other gift of a Divine Institution given in the Garden. That was the Weekly Sabbath, a day of rest.

Both of these two Holy Institutions are represented in their own commandment of the Ten Commandments. The Sabbath shows man's loyalty to Yahweh, Marriage demonstrates loyalty of the husband and wife to each other.

Remember the Sabbath day, to keep it holy. Exodus 20:8

Thou shalt not commit adultery. Exodus 20:14

Both originated at creation in the Garden of Eden. These divine and Holy Institutions were given to man by our Father, Yahweh God. They do not originate by or under any earthly authority. They can not be subject to man or men, (whether calling themselves the government/state or the church). They are above, higher than, any attempted regulation by man or men.
